TRUSTED BY THE PEOPLE, ENTRUSTED BY THE PRESIDENT: DR. ACENG’S JOURNEY TO GOVERNMENT CHIEF WHIP

CengAtedero: In a generation where leadership is often measured by promises, Hon. Dr. Jane Ruth Aceng Ocero has distinguished herself through service, resilience, humility, and results. She remains one of the most respected and trusted female leaders in Uganda’s political and public health landscape, a woman whose journey reflects dedication to humanity and commitment to national transformation. As the current Woman Member of Parliament for Lira City and the Government Chief Whip of Uganda, Dr. Aceng continues to shape the future of the country through disciplined leadership and people-centered governance.

Born on May 11, 1968, in Atapara in present-day Oyam District, Dr. Aceng’s life story is rooted in determination and academic excellence. From her early education at Shimoni Demonstration School and Nabisunsa Girls School to her medical training at Makerere University, she built a strong foundation that prepared her for national service. She later specialized in Pediatrics, attained a Master’s in Public Health, and pursued further training in Health Systems Strengthening at the Galilee International Management Institute in Israel.

Her professional career began at Lira Regional Referral Hospital, where she served as a Medical Officer, Superintendent, Consultant Pediatrician, and later Director. During these years, she became deeply connected to the struggles of ordinary people, especially mothers and children seeking healthcare services. Her experience at the grassroots level shaped her understanding of public health challenges and strengthened her desire to transform healthcare delivery in Uganda.

In 2016, President Yoweri Kaguta Museveni entrusted her with the responsibility of serving as Uganda’s Minister of Health, the responsibility that made Lango people proud. During her ten years of service in the ministry, Dr. Aceng became widely recognized for strengthening Uganda’s health systems and leading the country through difficult public health emergencies, especially the COVID-19 pandemic. Her calm, transparent, and evidence-based leadership earned her both national and international respect. Uganda’s response under her stewardship became one of the most recognized in Africa, placing her among the continent’s leading public health figures.

Her leadership has had a direct impact on the transformation of the health sector in Northern Uganda and particularly in Lira City. Through her advocacy and influence, Lira Regional Referral Hospital has expanded its services significantly. Specialized treatment such as dialysis, neurosurgery, and advanced diagnostic services that were once only accessible in Kampala can now be obtained closer to the people of Lango Sub-region. This has reduced suffering, saved lives, and restored hope to thousands of ordinary families.

In 2021, the people of Lira City overwhelmingly elected Dr. Aceng as their Woman Member of Parliament, a reflection of the trust and confidence they had in her leadership. She has remained accessible to her constituents, focused on development, and committed to improving livelihoods through service delivery, empowerment initiatives, and unity. Her leadership style combines professionalism, humility, and compassion, qualities that continue to inspire many young people, women, and professionals across Uganda.

Dr. Aceng’s influence extends beyond Uganda. She has represented the country on international platforms and currently serves as a Vice President of the WHO Regional Committee for Africa, where she contributes to shaping health policies and strengthening healthcare systems across the continent. Her global recognition demonstrates that leaders from Lira and Uganda can compete and excel at the highest levels of international service.

In 2026, as President Museveni reorganized his government, Dr. Aceng briefly served as the Minister of Information, Communications Technology and National Guidance before being appointed Government Chief Whip, a strategic and highly trusted position in government. Her appointment reflects the confidence the President continues to place in her leadership, discipline, and ability to coordinate government business effectively in Parliament.

Hon. Dr. Jane Ruth Aceng Ocero is more than a politician; she is a symbol of hard work, integrity, and transformation. She represents hope for the people of Lira City, pride for the Lango Sub-region, and inspiration for Uganda. Her journey from a young girl in Atapara to one of the country’s most influential leaders demonstrates that true leadership is built on service, sacrifice, and commitment to the people.

Indeed, Dr. Aceng is blessed, and her footsteps continue to leave a lasting mark on Uganda and beyond. May God continue guiding and blessing her leadership journey as she serves the nation with dedication and excellence.
